Pan Prezydent wprost wyraził pogląd, iż Ukraina potrzebuje decentralizacji, nie tylko z powodów demokratycznych ale również z uwagi na wielkość swojego kraju. "If you want to be a democratic state, you need to decentralize yourself... If you want to govern the country effectively, you need to perform decentralization. Say yes to decentralization. It is good that the process has started and you need to bring it to its logical end. Decentralization means a civil society, which is much more developed in Ukraine than in Russia or Belarus"
Prezydent Aleksander Kwaśniewski w dalszej części swojego wystąpienia dodał, że przepisy przewidziane w projekcie Konstytucji dla regionów Donieck i Ługańsk mogą wydawać się dość niekorzystne dla jakiejś części Ukraińców, ale są one kluczowe dla kraju. "We know very well that decentralization and special status of two regions are part of the Minsk agreement. It is rather the only realistic way to solve the problem. In such a way, decentralization is bringing a risk that Kyiv will not control these regions in the future. But let's have a look at the middle-term scenario under which Ukraine develops as a democratic state, with good economy and civil society, then voters in Donbas will have an alternative: to accept the authoritarian model imposed by Moscow or this democratic model,"

Aspekt tolerancji oraz mentalności społeczeństwa ukraińskiego, również został przytoczony w przemówieniu Pana Prezydenta."For us in the West this is our understanding of what a modern society is. Changing the way your society thinks, being more open and tolerant, is how you will change the country to a point where it can never go back to where you have been. It is the best guarantee that Ukraine will never return to an authoritarian system and politics, to a dependent judicial system. It will not be easy to achieve that, it will take time and patience. On this journey, we Europeans must continue to show our unity and solidarity in supporting Ukraine,"
